Chinese Consortium Awarded Contract to Build and Operate One-Stop Border Post between Mozambique and Zimbabwe

- The Machipanda border post handles hundreds of freight lorries a day between the Port of Beira and the hinterland

- The BOT concession contract has a renewable 25-year term, with the State holding a 15% stake

Maputo (MOZTIMES) – The Mozambican government on Tuesday approved the concession for the construction and operation of the Machipanda one-stop border post to a consortium formed by two Chinese companies through a Public-Private Partnership (PPP).

According to government spokesperson Inocêncio Impissa, the consortium formed by Chinese companies Union Portlink Capital and Zhongmei Engineering Group won the international public tender launched in 2025. The concession contract will have a renewable 25-year term and will include the construction, operation and transfer of the infrastructure to the government at the end of the concession.

The Machipanda border post is located along the Beira Corridor, which connects the port of the same name to Zimbabwe. Around 400 freight lorries pass through it each day, bound for Zimbabwe, Zambia, Botswana and the Democratic Republic of the Congo.

The government says that granting the concession to a private operator will improve the efficiency of border services, create jobs and provide high-quality public infrastructure.

This will be Mozambique’s first experience of granting a border post concession to a private operator. Given the high volume of goods transported along the route, it has the potential to generate revenue.

According to the spokesperson for the Council of Ministers, construction work on the one-stop border post is expected to begin by October this year, at an estimated cost of US$30 million. This will include the expansion and modernisation of the existing border infrastructure. The work will also include the construction of housing for border services staff. An estimated 500 people will be employed during the construction phase, while around 200 permanent jobs will be created during the operational phase.

The Union Portlink Capital and Zhongmei Engineering Group consortium will hold a 75% stake in the PPP managing the border post. The State will hold 15% through the Roads Fund, while the remaining 10% is expected to be held by local businesspeople from Manica province, Impissa said. The Roads Fund’s stake in the concession project is free, meaning that the State has not invested any money.

Zhongmei Engineering Group and Union Portlink Capital already had previous agreements with the government, through the Ministry of Transport and Logistics, for the construction of the Beira Port Access Road and the Dondo Logistics Terminal, involving an investment of around US$160 million. (MT)
