Maputo (MOZTIMES)—According to a statement from the Council of Ministers issued on Tuesday, the Government of Mozambique is considering publishing the concession contracts signed under Public-Private Partnerships (PPPs) between the State and private entities across various economic sectors.
Mozambique operates several major economic ventures through the PPP model, including strategic infrastructure such as the ports of Maputo and Beira, the railway line of the Northern Logistics Corridor (CLN), the National Road Number 4 (Maputo-Witbank), and the network of roads and bridges in Tete province.
The management of PPP contracts has faced criticism due to a lack of transparency regarding beneficial ownership. There are well-founded suspicions that political elites may be unduly profiting from concession agreements. Publishing the contracts would provide the public with access to key information, including the identities of beneficiaries, fees paid to the Government, and other relevant details.
The Council of Ministers' statement does not specify when the contracts will be published, noting only that the matter was discussed during Tuesday’s session as part of efforts to enhance transparency in PPP governance.
For over a decade, Mozambique has been disclosing contracts in the extractive sector, covering mining and hydrocarbons. (MT)
