Government Lacks Counter-Terrorism Plan for Daniel Chapo’s First 100 Days

- The defence sector did not contribute to the Government’s immediate impact plan

- Ministry of the Interior promises to create an intelligence unit to combat organised crime

Maputo (MOZTIMES) – The insurgency supported by the Islamic State (IS) in Cabo Delgado remains the greatest threat to state security and local populations. However, the Government has not presented any plan for preventing and combating terrorism with an impact in the first 100 days of governance.

The proposed Action Plan for the First 100 Days of Governance, made public by Daniel Chapo’s Government on 4 February, does not mention counter-terrorism efforts.

In the National Defence, Internal Security, and State Security Programme, the main focus is on a proposal to establish a Central Intelligence Unit dedicated to preventing and combating organised crime and kidnappings for ransom, which will be based in the city of Maputo and fall under the responsibility of the Ministry of the Interior (MINT).

The plan also includes revitalising community policing, covering 120 Community Security Councils to monitor and identify local threats, and the acquisition of a coastal, lake, and river surveillance vessel, costing over 455 million meticais. All these activities fall under the jurisdiction of MINT.

The defence sector does not outline any actions with an immediate impact in the first 100 days of governance. A government source stated that the Defence Ministry, led by Cristóvão Chume, did not contribute to the Action Plan for the First 100 Days of Governance, without providing an explanation.

In addition to MINT, the Ministry for Veterans’ Affairs has presented a plan to grant scholarships to the children or descendants of veterans and a programme for the economic reintegration of former combatants.

The fight against terrorism in Cabo Delgado falls under the responsibility of the Mozambican Armed Forces (FADM), which are facing serious difficulties in halting the advance of the insurgents. Over the past 30 days, several attacks have been recorded in villages across the central districts of Cabo Delgado, without an effective response from government troops and their Rwandan allies.
