Maputo (MOZTIMES) – The President of the Republic, Daniel Chapo, has appointed Ana Maria Gemo Bié as President of the Administrative Court (Tribunal Administrativo – TA), the body responsible for ensuring administrative, fiscal, and customs justice, as well as overseeing the lawful management and use of public funds. The appointment was announced on Friday, 9 May, in a statement from the Presidency.

The appointment comes as the country faces growing challenges in controlling public expenditures. Although the TA identifies fund misappropriations, irregular contract awards, and other practices harmful to the public interest in its annual reports, these cases rarely lead to accountability. Justice institutions, including the Public Prosecutor’s Office and the courts, often prove ineffective, particularly when the cases involve high-ranking officials or individuals close to the ruling party, FRELIMO.

Ana Maria Bié’s main challenge will be to strengthen the Administrative Court's independence and ensure that its decisions have a practical impact on accountability and good governance.

A career magistrate, Ana Maria Bié has extensive experience in the Public Prosecutor’s Office and in financial oversight. She previously served at the Office of the Attorney-General, in the TA’s Accounts Section. She also headed the Central Office for Combating Corruption, was Chief Prosecutor in Maputo Province, and most recently held the position of Deputy Attorney-General. (SN)
