Fresh Insurgent Attacks Met with No Response from Rwandan Forces

- Reports of clashes in Bilibiza, Quissanga district, about 100 km from Pemba

- Intensified attacks disrupt traffic on National Road Number 380

Pemba (MOZTIMES) – Insurgents launched fresh attacks on the administrative post of Chai, in Macomia district, in the northern province of Cabo Delgado, on Tuesday and Wednesday, without any response from Rwandan forces, which maintain a military position in the area.

On Tuesday 18 February, the attack took place at the headquarters of the Chai’s administrative post, and on the night of 19 February, the insurgents targeted the village of Nova Zambézia in the same region. In the first attack, two people were beheaded, and insurgents looted food from homes and small local shops, according to a military source.

The Chai administrative post hosts a Rwandan Defence Force (RDF) position, located between Chai Sede and the locality of Litamanda. However, Rwandan troops have not responded to insurgent incursions, as their priority remains defending the towns of Mocímboa da Praia and Palma, which are considered strategic for gas exploration projects.

Security sources indicated that, at the end of January and the beginning of February, there was a rotation of Rwandan troops in Cabo Delgado, which temporarily reduced their combat capacity due to the need for newly deployed soldiers to adapt to the terrain.

On Thursday night, local sources reported clashes between insurgents and defence forces stationed at the headquarters of the Bilibiza administrative post, in Quissanga district, about 100 kilometres north of the provincial capital, Pemba.

There are still no concrete details on the outcome of these clashes, but reports suggest an expansion of insurgent activity towards the southern parts of Cabo Delgado. Until recently, attacks were mainly concentrated in Macomia and Mocímboa da Praia.

Last weekend, insurgents attacked Lake Nguri on the night of Saturday 15 February, killing at least one young man who had travelled there to buy fish for resale in his village, Tambalane, in Muidumbe district.

Also on Saturday, insurgents attacked passenger vehicles on National Road Number 380 (N380), at the bridge over the Muela River, near the boundary between Muidumbe and Mocímboa da Praia districts. The attackers looted passengers' belongings, and restricted vehicle movement.

According to local residents, the insurgents robbed passengers travelling in a minibus on the Mocímboa da Praia–Pemba route, seizing mobile phones, money, and other valuables. Rwandan troops arrived at the scene some time later, but the assailants had already fled.

On Thursday, the Islamic State claimed responsibility for the execution of “a Christian” captured in the village of Chitunda, in Muidumbe district, on Wednesday.

A military source commented that the withdrawal of South African and Botswana troops from the districts of Macomia, Mueda, and Muidumbe created room for the expansion of terrorist attacks, and that Rwandan forces are struggling to maintain stability in the region. (MT)
