Maputo (MOZTIMES) – Mozambican President Daniel Chapo on Monday appointed former Education Minister, Carmelita Namashulua, as State General Inspector.

The State General Inspector is a new position created by Chapo. The Inspector “will be responsible for unravelling the barriers to development and dealing with corruption in the public sector.”

The State Inspectorate, operating out of the presidential offices, will also be responsible for strengthening the mechanisms of oversight, audits, and the promotion of integrity in the Public Administration.

“The appointment of Carmelita Namashulua marks the beginning of the functioning of the new institution, created with the objective of strengthening the internal control of the State, overseeing administrative acts, and promoting greater transparency and good governance in public bodies”, reads a note from Chapo’s office.

Namashulua’s appointment to this position is controversial, since she was Minister of Education when a scandal regarding serious geographical and mathematical errors in school textbooks, printed in Portugal, was found in 2022.

Her time as Minister was also marked by repeated failures to pay overtime to teachers. Namashalua claimed that the problem was being solved, but in reality it continued throughout her term of office.

The long delays in paying for overtime have continued to infuriate teachers, leading to sporadic strikes. (PF)
