President Chapo Claims Consensus in Political Dialogue While Excluding his Main Opponent

- Dialogue aims to achieve political, social, and economic stability

- Venâncio Mondlane, the runner-up in the presidential election, has been excluded from discussions because he does not lead any political party

Maputo (MOZTIMIES) – President Daniel Chapo has announced that “almost 100% consensus” has been reached in political dialogue with opposition parties.

However, he continues to exclude from the dialogue his main opponent, Venâncio Mondlane, the runner-up in last year’s presidential election.

According to Chapo, consensus has been reached regarding the terms of reference (ToRs) for signing an agreement, which aims to achieve “economic, political, and social stability in the country,” he told journalists on Wednesday at the end of another dialogue session held at the presidential office in Maputo.

Participants included President Chapo himself, Lutero Simango, President of the Mozambique Democratic Movement (MDM); Albino Forquilha, President of PODEMOS; Ivone Soares, representing Renamo; and Salomão Muchanga, President of Nova Democracia (New Democracy – ND). The first three parties hold seats in Parliament, while Nova Democracia has 16 seats in the Gurúè Municipal Assembly, in Zambézia.

The dialogue was initiated by Chapo’s predecessor, Filipe Nyusi, in November 2024 and has since used the criterion that participants must represent a political party with seats in the Assembly of the Republic. This criterion was used to exclude Venâncio Mondlane from the dialogue, as he does not lead any political party. However, Mondlane was the second most-voted candidate in the last presidential elections, making him Chapo’s main opponent.

By continuing the dialogue initiated by Nyusi, Chapo maintained the criterion, which he called a “dialogue through party platforms,” thus ensuring that Venâncio Mondlane remains excluded from negotiations.

On Wednesday, Chapo announced that he would extend invitations to leaders or representatives of four small extra-parliamentary parties to join the dialogue before the agreement is signed, stating that consensus has almost been reached.

According to Chapo, representatives of four small parties with seats in the Provincial Assemblies (PA) of four provinces will be invited to the dialogue. These include Democratic Revolutio (RD), a breakaway from Renamo, which holds six seats in the PA of Niassa; the Humanitarian Party of Mozambique (PAHUMO), with eight seats in the PA of Cabo Delgado; the Social Renovation Party (PARESO), with two seats in the PA of Inhambane; and the National Reconcialiation Party (PARENA), which holds five seats in the PA of Gaza.

Venâncio Mondlane secured 24.19% of the presidential vote, enabling PODEMOS, the party that backed his candidacy, to secure second place in the Assembly of the Republic with 43 seats, despite multiple reports of electoral fraud in favour of Frelimo.

Chapo stated that once consensus is signed within these party platforms, the dialogue will be expanded to include civil society organisations, the media, the private sector, and other social groups.

Meanwhile, excluded from the dialogue, Venâncio Mondlane continues to lead protests across the country, causing chaos and disrupting normal life, with public and government buildings destroyed and businesses closed. In Zambézia province, regular clashes between protesters and security forces have resulted in casualties on both sides. (MT)
