Mozambican Government Confirms it will Find Money Required to keep Rwandan Forces in the Country

Maputo (MOZTIMES) – The Mozambican government has confirmed it will find the money to pay for the continued presence of Rwandan troops in the northern province of Cabo Delgado.

Forces from the Rwandan army and police were deployed to Cabo Delgado in 2021, at the request of the Mozambican government to support the fight against terrorists operating in the region.

The Rwandan mission was partly funded by the European Union, which is no longer prepared to continue this financial support.

But, according to the Rwandan Foreign Minister, Olivier Nduhungirehe, Rwanda and Mozambique will continue their security cooperation in Cabo Delgado, even without EU support.

Cited in the Rwandan daily paper “New Times”, the Minister said “This year Rwanda came back to the basics and decided to deal exclusively with the government of Mozambique which, in turn, has secured and will continue to secure the necessary funding for the Rwandan security forces in Cabo Delgado”.

Last Friday, the Mozambican government spokesperson and Minister of State Administration, Inocêncio Impissa, told reporters that a continued presence of Rwandan forces is crucial for allowing the Mozambican armed forces (FADM) to gain time and prepare themselves to respond to the security needs.

“I do not know the costs or how long they (the Rwandans) will stay, but the agreements will strictly clarify this matter in the near future”, said Impissa. “Having this reinforcement allows us to continue to build our country’s capacity”.

This is the first time that the Mozambican government has commented on the issue, even when the EU’s diplomatic service said that it had not received “any formal request” to extend financial support to the Rwandan security forces in Cabo Delgado, whose current programme ends at the end of May.

“This gives us time to continue reorganizing our forces in terms of capacity, equipment, and technology, while we also benefit from the support of friendly forces who secure the region”, added Impissa.

The Rwandan government had warned in March that it would withdraw its troops “if international funds are not secured to sustain the counter-insurgency mission.”

Rwanda, which claims to have over 6,300 soldiers in the country, has so far received about 20 million Euros (23 million US dollars at the current exchange rate) in EU support for the counter-insurgency mission. The Rwandan authorities claim this is only “a fraction of the cost borne by Kigali and the effort had cost Rwanda at least 10 times that amount”. (PF)
